Liquidity, minimum price, history quality, relative volume, momentum versus the market, structure of the last three closes, and whether the move has already run too far.
What makes it refuse
Gaps in the recent tape, pennies, thin dollar volume, a name already extended versus its moving average, or a best score below the published threshold.
